audience interested in Federal Real Property Utilization and Disposal.
This class was formerly taught by the
GSA Interagency
Training
Center. Our instructor
has taught this class since 1998 and has developed a formal training
session intended to provide you with the knowledge and skills necessary
to help you dispose of real property controlled by the Federal Property
and Administrative Services Act of 1949. The instructor offering
professional skills training has extensive experience in the subject
matter.
Students will receive
comprehensive reference materials, completion certificates and are asked
to complete a course evaluation.

Course Description: |
This training is an overview of Utilization and Disposal of
Federal Real Property, subject to the provisions of Chapter 5,
Title 40 of the United States Code (P.L. 102-217, 116 STAT.
1062), formerly the Federal Property and Administrative Services
Act of 1949.
The course discusses the responsibilities of landholding
agencies in the management of their real property assets
pursuant to Executive Order 13327 and the guidance issued by the
Federal Real Property Council. Instruction
covers applicable portions of the Federal Management Regulations
(FMR), and the cultural, historic and environmental
responsibilities associated with the management of Federal
assets. The course covers the due diligence
requirements for the disposal of real property assets, including
acquisition and title information, legal descriptions, NEPA and
CERCLA requirements, asbestos, lead-based paint, historic and
cultural resources, and other necessary information.
The training includes the polices, procedures, and regulations
governing the disposal of Federal real property assets pursuant
to the provisions of P. L. 102-217, Chapter 5, Title 40 U.S.C.
Participants review the steps in the disposal process
including screening Federal agencies; provisions of the
McKinney-Vento Homeless Assistance Act; and Federal laws
authorizing disposal of real property to public bodies for
public uses such as education, health, parks and recreation,
etc. The course discussion continues with
the various types of sales, including the requirements for
negotiated sales and methods of competitive public sales

Kitty Nichols is
a Senior Associate with Tecumseh Professional Associates Inc.
Ms. Nichols has over 33 years of experience with the
utilization and disposal of Federal real property.
She served as a Project Manager and Branch Chief in GSA’s
Real Property Disposal Division working in
Atlanta,
Fort Worth
and
Washington,
DC.
Ms. Nichols was
responsible for managing all aspects of the disposal for a wide
variety of properties. After retiring from
GSA, Ms. Nichols joined Tecumseh Professional Associates, Inc.,
a Native American owned, certified small business.
Since joining Tecumseh, she has provided technical
assistance and disposal support to GSA and its customer agencies
(USCG, DoD, etc) including
preparation of asset utilization reviews, asset management
studies, retention and disposal studies, reports of
excess, and training seminars. |

prior to the start of the course, we will refund your tuition
payment.

you cancel your registration less than 10 working days prior to
the start of the course, you are responsible for the full
tuition, but may substitute someone else from your organization.
