Real Estate Support Services
Our real estate professionals can provide your company with real estate consulting,
property evaluation and inspection services, training, appraisal deed and title work,
real estate financial analyses, real estate development inventory, and real estate
management systems.
Knowledge Management
Tecumseh has provided advice, counsel, and facilitation in defining knowledge, skills,
and abilities needed by real estate specialists nationwide. We were part of a
GSA/contractor team identifying subject matter experts for virtually every
knowledge area of government-wide real estate disposition practice. We
developed tangible, first-time work products in the areas of negotiated sales to
public bodies, training for federal real property disposal specialists, and
survey techniques for federal holdings.
Appraisals
Our staff members have extensive experience conducting appraisals on a wide range of properties
throughout the United States. We can provide complete services in the areas of
market analysis, building evaluations, parcelization, utility systems appraisal,
and mineral evaluations. We have access to land planners, engineers, and market
analysts, and we utilize local experts when necessary.
Business Process Improvement
Tecumseh has a long-term partnership with the National Business Process Improvement (BPI)
coordinator for GSA's Office of Property Disposal. We provided tangible
contributions and consultations on virtually all BPI initiatives. The objective
of these efforts has been to develop state-of-the-art solutions during a period
of unprecedented downsizing and cutbacks in the federal workforce. Our support
required the application of a wide range of quality management and performance
improvement techniques.

Performance Measurement
Tecumseh has facilitated a nationwide performance measurement project for
GSA. The specific area of interest related
to the socioeconomic impact of specific GSA programs and projects.
More than 6,000 historical transactions were examined by a multi-disciplinary
t  eam.
Their objectives were to identify, evaluate, and recommend meaningful
performance measures for a nationwide center of expertise consistent with the
provisions of the Government Performance and Results Act (GPRA). Methodologies
employed included multi-level facilitation, process analysis and flow-charting,
customer feedback and analyses, teaming, and partnering.
Utilization
In conjunction with the Business Process Improvement (BPI)
initiative, Tecumseh staff prepared and conducted a training course on the
Utilization and Disposal of Federal Real Property. We developed this extensive
training program which included review of the regulations and laws, steps in the
disposal process, conflicting interests, and related practical exercises. In
addition, our staff provided all necessary reports, data input, and letters in
support of Executive Orders Utilization Surveys for GSA and the Coast Guard. By
redefining goals and processes, our team found new ways of accomplishing these
tasks which significantly reduced "time to perform" costs.
As part of a team formed with the United States General Services Administration
and the United States Coast Guard, our personnel developed an innovative and timely approach
to streamline real property disposition. We successfully completed property inspections,
surveys titles, ROE environmental assessment, and NEPA documentation for 24 properties in the
southeast United States and Puerto Rico.
