Performance Measurement
               
Tecumseh has facilitated a nationwide performance measurement project for GSA. The specific area of interest is related to the socioeconomic impact of specific GSA programs and projects.  More than 6,000 past transactions were examined by a multi-disciplinary team, which was assembled and facilitated by Tecumseh.  

Primary objectives of this massive effort were to identify, evaluate, and recommend meaningful performance measures for a nationwide center of expertise consistent with the provisions of the Government Performance and Results Act (GPRA).  Tecumseh evaluated the problem and the stated objective, assembled a nationwide team, developed a comprehensive project plan, and committed the company resources to providing tangible work products within specified timelines.  

Methodologies employed during the project included multi-level facilitation, process analysis and flow-charting, customer feedback and analyses, brainstorming techniques, teaming, and partnering.  Team members were empowered by their respective organizations to make important decisions to move the project toward consensus.

The Tecumseh-facilitated team produced the first comprehensive report on the socioeconomic impact real property conveyances under specific public benefit provisions of legislation.  The positive impacts of more than 500 past conveyances were extensively documented.  As a significant side benefit, Tecumseh compiled a comprehensive bibliography of socioeconomic resources for future use by interested parties.
