Frank A. Welker
Title: Senior Engineer
Education: B.E., Biochemical Engineering, University of New Mexico.
Experience: Mr. Welker currently serves as a Senior Engineer for
Tecumseh Professional Associates, Inc. Mr. Welker has a strong
management background derived from 24 years experience in a wide range of
engineering and science disciplines that include petroleum, environmental,
health and safety, community and Native American relations. During
the past 6 years, Mr. Welker has worked extensively on the Department of
Defense (DoD) Native American Lands Environmental Mitigation
Project. This project involves conducting Phase I and Phase II
assessments of environmental impacts to Native American lands resulting
from DoD activities and reporting the findings in a site assessment
report. During this same time period, Mr. Welker has conducted
numerous ASTM Phase I Environmental Site Assessments for the General
Services Administration (GSA), United States Army Corps of Engineers, and
private sector clients. Mr. Welker was co-manager of a GSA project
to evaluate the mineral potential at thirty Army Ammunitions Plants and
assisted in the transition of Tecumseh's contract with United States Army
Industrial Operations Command to provide protection, maintenance, and
environmental services for two Army Ammunition Plants.
The majority of Mr. Welker's experience includes field-oriented activities
related to the drilling, production, environmental compliance, and
abandonment of oil and gas wells on State, Federal, Fee, and Native
American lands. His responsibilities included well site selection,
archeological clearance, well site environmental impact assessment, and
the management of wells during drilling, completion and production
activities. Mr. Welker designed and performed plugging and
abandonment operations of uneconomic wells, reclamation of reserve and
water production pits, and reclamation of well sites and ancillary access
roads. Mr. Welker has been the health and safety officer for
field-related activities and the hazardous chemical awareness program
director for numerous companies. Mr. Welker manages Tecumseh's
working interests in numerous producing oil and gas properties located in
Arkansas, Oklahoma, Texas, and Utah.
